The operative initials are UCMJ. The president as commander in chief is part of the American armed forces, and within the law which governs their conduct during service are all the precedents needed to control a a CIC unfit for command. The 25th does not stand alone. That is amendment, not division.
For example, Bill and the bj? Standard UCMJ? The charge is failure to repair, first offense, standard company punishment, dock the idiot two weeks wages and make him sweep up his duty station on weekends for three months.
That’s the low and light side of the UCMJ. The heavy side involves gallows.
