Perhaps a path might be found in the precedent of The War Powers Act… the president’s decrees can remain valid for no more than 90 days without congressional approval, and in the same modification, provisions for issue focused special elections to compel congress to honor the responsibility they are entrusted with… effectively a case by case “vote of confidence” as is seen in the constitutional monarchies where the function of the crown is to protect the people from mistakes made at the ballot box.
