The increased use of machines and the division of labor allowed for the production of standardized products. It also made it easier to fence stolen goods.

I disagree… previously the milita handled violent crime… or the sheriff/ mayor formed a posse… in areas of high crime the king would appoint a provost marshal (where we get out marshals from) and they had the power to deputize locals in order to enforce the laws… most communities had a night watch- a shared duty amongst the local men or a hired watchman(or men)…. this was formalized into actual police forces by the crown… first in Scotland then in Ireland- note it was in response to the rapid growth of the population as the countryside emptied into the cities creating a vast impoverished unemployed populous… London est its police force (by the same man responsible for the earlier ones) under Sir Robert Peeler… yes the industrial revolution created the need- but not due to theft but from violent crime and disorder created by those unemployed by the industrialization of the nation… and this is well documented.
