The answer is yes. But it isn’t a MAGA conspiracy. I don’t think the Visa tariff is a good response to the conspiracy in play. I would say the excess of foriegn talent working in the US is a bit of validation to a set of observations made many years ago that so far I’ve not seen the far right invoke in their arguments.
The book “The Bell Curve” was published in 1994 by Herrnstien and Murray, a work examining the social consequences of the distribution of intelligence across the population represented by the title’s bell curve. In that work the authors assert (correctly, IMO) that raw intelligence is heavily influenced by heritage… smart people tend to have smart kids. Not always, but more often than not.
The point I’ve not seen examined is what happens to the total amount of intelligence available in a population when some social factor skews the distribution of fertility to the low side of the curve that represents the intelligence. Every smart girl who chooses college and a career (or any part of the LGBTQ soup) over motherhood shifts the overall intelligence of the next generation of her culture to the dumb side. Hard logic, hard science. Fact.
The compounding consequences of that fact means that in a couple of generations the population in focus is, literally, to dumb to compete against populations not afflicted by a socially installed darwinian driver aiming at extinction!
Conspiracy of the nastiest sort… when not all of the conspirators are human! Noticing such things are what the fauxLiberal are very good at exploiting… hence one of several good reasons they support anything that supports the dumbing down of America.
