As for the vote against 911 families, please, the 31 no votes are not evidence they opposed 9/11 families. You are supposed to vote yes for every piece of seemingly humane legislation that comes down the pike? They objected to the scope of the bill not the intent and the exclusion of other victims of terrorism (1983 Marine barracks for example.) It passed Congress 400-31 but not the Senate for that reason.
